CBIC Circular: Pilot Implementation of Paperless processing of supporting documents (eSANCHIT) in Exports

The Central Board of Indirect Taxes and Customs vide Circular No. 29/2018-Cus- Dated August 30, 2018 proposes to introduce a facility to upload digitally signed supporting export documents on a pilot basis at Air Cargo Complex, New Delhi and Chennai Customs House, with the objective of reducing physical interface between Customs / regulatory agencies & the trade and to increase clearance speed.

Pilot will cover all types of exports under ICES and after completion thereof, facility will be extended to all ICES locations. On a voluntary basis, trade members may use this facility to upload supporting documents concerning shipping bills filed on or after September 1, 2018.

After 15 days of launch, a review will be carried out and thereafter, facility will be introduced as a mandatory requirement. Further it states that procedure for eSANCHIT on export side is similar to one prescribed for eSANCHIT on imports, while apprising that in course of the pilot, following features would be taken up for pilot-testing – (a) upload of supporting documents for shipping bills filed through service centres, (b) digital signatures on electronic copies of Let Export Orders
