Fake bills worth Rs 76 lakh saddle contractor with Rs 12 lakh GST

A civil contractor was shocked to learn that he had to pay Rs 12 lakh as Goods and Services Tax (GST) towards the Rs 76-lakh bills released in his name for works he had never carried out.

According to him, panchayat officials raised the bills, released the amount in his name, and cheated him. The fraud came to light recently when he got his CA’s report.

P Narayana, a class 2 civil contractor from Yelahanka, has filed a complaint with Bagalur police stating that he has been working as a civil contractor for six years and has executed some government works.

He has a civil contractor class 2 licence and a licence from the panchayat raj engineering department. He has a GST number as well. Recently, his auditor informed him that about Rs 76 lakh was billed for his GST number from Bandikodigehalli gram panchayat in Yelahanka taluk. The panchayat had also deducted 2% GST (Rs 1.7 lakh) from the bill and he had to pay the remaining 16% (Rs 12 lakh).

Narayana told TOI, “I haven’t carried out any works during 2022-23 for Bandikodigehalli gram panchayat, nor did the panchayat allot me any work during the said period. I was shocked when my auditor informed me about the bills issued in my GST number.”

Narayana told police that the panchayat president, the panchayat development officer (PDO) and others have misused his licences and GST number and issued the bills for various works. According to him, the fraud took place between January 1 and July 18 this year.

Not aware of the works shown for bills, says contractor

“I am not aware of the works they have shown for the bills issued. I sought an explanation from the PDO and others, but they didn’t respond properly. So, I have filed a complaint with Lokayukta and Bagalur police,” Narayana said. He also claimed that the PDO and others didn’t appear before the cops when asked for an explanation.

In the past, Narayana has carried out some road and drainage works for the panchayat. He suspects that the officials concerned misused the documents provided by him then.

A senior Lokayukta officer confirmed the complaint filed by Narayana and said a probe is on. Meanwhile, a senior police officer said a case has been registered for cheating by impersonation. “We will be taking the necessary action during the investigation,” he added. The PDO did not respond to TOI’s requests for comments.
