Punjab tops region in fraud GST registration cases

Punjab has got the dubious distinction in the region of having the highest amount of fraud worth over Rs 515 crore in terms of fraudulent cases of goods and services tax (GST) registration by misusing PAN or Aadhaar details of other people to claim input tax credit (ITC) in the last six years.

The authorities in Punjab have recovered barely Rs 32 crore from the fraudsters in 160 such cases till date. Although the neighbouring state of Haryana has a higher number of such fraudulent cases ((265) as compared to Punjab, the amount of fraud adds up to Rs 230 crore, out of which only Rs 2 crore has been recovered till date.

Delhi tops the country where this fraud has been detected worth Rs 4,326 crore, followed by Rajasthan (Rs 4,266 crore) and Maharashtra (Rs 3,889 crore).

The highest number of 3,454 GST invoice fraud cases in the region, in the last five years, has been detected in Haryana. The central GST has detected fraud worth Rs 12,488 crore across Haryana during 2019-20 to 2022-23. After Maharashtra (Rs 30,013 crore) and Delhi (Rs 14,901 crore), Haryana figures at the third place in the country in highest number of GST invoice fraud cases.

Sharing these details in the Lok Sabha on Monday, Union minister of state for finance Pankaj Chaudhary informed that during the ongoing drive by the Central Board of Indirect Taxes and Customs against fake registration, 9,369 bogus entities were identified across the country between May 16 to July 9, with fraud of Rs 10,902 crore by misusing PAN or Aadhaar details.

To check such cases, he said, that based on the recommendations of GST council, sub-rule (4A) has been inserted in rule 8 of CGST Rules, 2017, to provide for risk based biometric-based Aadhaar authentication of registration applicants and project is being undertaken on a trial basis in three states and UTs. Similarly, various amendments have been carried out in the CGST Rules, 2017 to provide for physical verification in high risk cases besides using robust data analytics and artificial intelligence to identify and track risky taxpayers and detect tax evasion. Also, a special all India drive to weed out fake or bogus registrations is also carried out from time-to-time, he added.
