Notwithstanding the slowdown, Haryana has witnessed a growth of nearly 40 percent in GST collections in the past one year. The collections under the state GST Act for July this year was Rs1,971.02 crore as against Rs1,404.98 crore last July an increase of Rs566.04 crore. The GST collection figures of the Excise and Taxation Department show that Gurugram recorded 30 percent growth rate under the GST regime this July, the highest so far. Gurugram district counts for 60 percent of total revenue collections in the state. Gurugram (East) excise district, which is the hub of the service industry, has witnessed a growth of 65 percent, while Gurugram (South), where 77 percent of revenue comes from automobile industry, has witnessed a negative growth of 17 percent in the past one year. During a review meeting conducted by Sanjeev Kaushal, Additional Chief Secretary (Excise and Taxation Department), on Monday, it was found that East and North excise districts of Gurugram recorded an increase of 65 percent and 43 percent, respectively, in GST collections, while South and West excise districts showed a negative growth of 17 percent and 4 percent, respectively.
The biggest factor for the fall in taxes in South and West excise districts is the slowdown in the automobile sector. The revenue from the automobile sector constitutes about 77 percent of revenue of Gurugram (West). “The decline in Gurugram (South) was due to the slowdown in the automobile sector and a steep fall in the turnover of Amazon’s Haryana unit,” Kaushal said. He also said the department was promptly processing refunds under the GST regime. “Under the GST law, refunds are to be disposed of within 60 days, but Haryana disposes of most of the applications within 35 days. In Gurugram, no refund application remains pending for more than 35 days,” Kaushal added. Amit Kumar Aggarwal, Excise and Taxation Commissioner, said the department had imposed tax and penalty amounting to Rs5.28 crore in the roadside checking up to July 19. The department has also cancelled 2,949 registrations of taxpayers found non-existent and non-functional during physical verification, he added.
