DGFT prescribes procedure to obtain ‘No Incentive Certificate’ under MEIS, on shipment(s) being re-imported; As per the procedure, the exporter is required to submit a request in specified format, viz. ANF 3E to the concerned Regional Authority; Where MEIS has been utilized, the applicant would require to refund the proportionate amount alongwith interest at rate prescribed u/s 28AA of Customs Act and on receipt of proof of payment.
RA shall issue certificate in ANF 3F; Where issued MEIS scrip has not been utilized, applicant should surrender the MEIS scrip to the RA, who would then issue the certificate and simultaneously inform the NIC to block the relevant shipping bill(s); Similarly, where MEIS has not been applied or MEIS has been applied for but no scrip has been issued, RA shall issue the certificate on the basis of undertaking submitted in the application and simultaneously inform the NIC to block the relevant shipping bill(s).
